STEP-NC defines a new STEP application protocol (AP238) in object-oriented form as a data exchange specification between CAM and CNC. AP238 covers all the information needed for the whole process from concept to finished product (parts), including 3D geometric information (AP203/AP214), feature information (AP224), process information, and detection information (AP219).

The basic principle of STEP-NC is to program based on manufacturing features, and the program itself uses the file format specified by ISO10303. It tells the CNC what "processing", rather than programming the tool movement directly, and telling the CNC how to "process". It uses the working steps as the basic unit of the processing flow, and associates the features with the technical information. Each work step defines only one specific operation ("what to do", "how to do", etc., but only one type of tool and one Strategy).
